Sounds like what we need is that dude with his dolly; we can just load up a good "cheater stone" (DR's idea) and have him dolly that dude on up there!

: Trailbuilding expert Jim Angell told me that the trick for replacing soil on rock in areas where it has been eroded is to get biodegradable burlap bags and fill them with local soil. They come in different sizes, and for this project you would probably want a size that can be carried by hand when full, maybe 24" long by 16" in diameter. Those would be stacked in place to fill the area on the ledge that has eroded away. Then the top bags are slit open slightly in many places and grass seed is planted. Of course for this to work, everyone would have to agree to keep off the start to Bourbon Street for a while. If this method doesn't work, we can then try something else, like anchoring a hardened cement/soil product in place and covering with sod.
